be two independent random binary sequences of 1 and -1. The
inner product (loosely it is also called correlation) of a and b is
q=<a,b>=∑ aibi,       i=0~L-1         (3.1)

The mean power of q is given by
Q=E[q的2次方]=E[(∑aibi)的2次方]=L (3.2)
