对于cc类型的消息，按照std-28协议的解释（The call reference flag is always set to "0" on the
call origination-side, and the call reference flag is always set to "1" on the call destination-side.），意思是，发起方，其值为0，接受方其值为1，对吗，这种做法的意义何在？
